Simple! A Salem State student goes to a foreign university, and a student from that university comes to Salem State! In this model, students pay their home school tuition and fees. This means that Salem State students will pay SSU tuition & fees, and then they pay for housing through the host university (always cheaper than housing in Massachusetts!).
